Shortly after graduating from Clemson University with her
Bachelors in Landscape Architecture, Beth moved from her
hometown of Greenville, South Carolina to the Charleston area.
Since graduating, Beth has worked for various municipalities
including the City of Greenville. Beth has been with the City of
Charleston for over six years where her first two years were as
a GIS Technician and Designer with the Planning Department. In
2006 Beth was hired by the Department of Parks and now serves as
the Staff Designer and Assistant Director of Parks Operations.
If you’re not sure who to call then call Beth! Beth works
closely with various divisions in the Department of Parks as
well as other City departments regarding various projects and
processes throughout the City. She is currently the coordinator
and member of the Mayor’s Design Review Committee as well as
Parks representative on the Technical Review and the Subdivision
Review Committees. Beth is also involved with nearly 50
City-managed projects that range from developing conceptual
master plans, developing landscape plans, attending on-site
construction meetings to reviewing project plans for aesthetic
requirements and code compliance. These City projects include a
multi-million dollar renovation of the historic Dock Street
Theater, a multi-million dollar renovation of the historic
Market Sheds, two new recreation complexes, a new community
center, streetscape projects and ADA compliance improvement
projects. Beth’s design projects include a landscape plan for
Fire Station 19 on Bees Ferry Road, a landscape plan for the
Arthur W. Christopher Community Center, a landscape plan for the
courtyard of the historic City Hall, Dock Street Theater
courtyard, conceptual redesign of Corrine Jones Playground, and
numerous park enhancements.
When not hard at work Beth is hard at play. Beth enjoys running,
kayaking, snowboarding, water and snow skiing, painting, and
photography. In October 2005 one of Beth’s photographs was
published in the Charleston Magazine. Beth also enjoys traveling
abroad with her husband of seven years. Their most recent trips
have taken them to France, Spain, Italy, Greece, Turkey, Malta
and Egypt.

Michael is Principal-In-Charge of the Municipal Studio at
LPBC. Michael received a Bachelor of Architecture from the
University of Tennessee, School of Architecture, in 1990 and
became registered in 1993. He became a LEED AP in 2008.
Michael joined LPBC in 1999 and has managed and designed nearly
all of our municipal projects since that time. These include: 8
fire stations for Gwinnett County Georgia, 4 stations for Athens
Clarke County Georgia and the Gwinnett County Fire
Administration Headquarters facility. He has also completed
libraries, K-12 projects, County Health facilities,
police/sheriff precincts for Forsyth and Gwinnett and
hospitality projects. His design for the ACC Solid Waste
Administration facility is in the final stages of the LEED
review process and is expected to achieve Gold. He is currently
working on Fire Station 31 for Gwinnett County. Michael was
named a Principal of the firm in August of 2005 and is in charge
of our Municipal and Commercial work as well as lead design
principal. Michael also leads our Publix remodel group that
completes 30+ Publix Supermarket renovation projects each year.
Michael has been in practice for twenty years and his experience
ranges from the development of the initial program through all
phases of project delivery until the building is turned over to
the owner. His well-rounded experience allows him to quickly
evaluate and solve problems/conflicts and move projects toward
completion.

Don is a Professor Emeritus in Clemson University’s College
of Architecture, Arts and Humanities where he taught design
studios in architecture, urban design, site planning, and
graphic design as well as technical studios. Fire station design
projects often served as the “teaching vehicle” in his design
studios in architecture and landscape architecture. Fire
stations were the basis of his research interest in design.
During his 36-year teaching career Don also served 3 semesters
as Acting Chair of the Department of Architecture and later he
served as the Chair of the Department of Planning and Landscape
Architecture for 9 years.
Parallel his college teaching career, Don worked 31-years with
the Clemson University Fire Department severing as an operations
Captain with ongoing responsibility for apparatus specifications
and procurement. (Clemson University’s fire department, also an
ALS medical transport provider, is the largest university
operated fire department in North America. The department’s
fleet includes 3 engines, 2 aerials and 3 medic units. The
department has a response area of about 16 square miles and
serves a town-campus population of about 32,000 that expands to
over 125,000 on football weekends.)
Throughout his concurrent and overlapping academic and fire
service careers, Don linked his positions to study issues in
fire station site selection, site design and station design. His
academic research focused on the fire station as a unique
building typology. In support of his research in fire station
design, Don has visited, studied and photo documented both
career and volunteer fire stations throughout North America. In
doing so he has been welcomed by the “brothers” and “sisters”
for “duty tours” in many of them. This has allowed him to hear
and experience first-hand “post-occupancy” evaluations by
end-users at all ranks. The duty tours have sharpened his
insights into fire station design concepts issues as well as
design features ranging from those that work to those that are
varying degrees of failure. His photo collection of fire
stations and fire station details is extensive.
Don also chairs FIERO’s Annual Fire Station Design Awards
Program, a task that has afforded him yet another venue for the
study of fire stations.
Don has always maintained his own active design practice
parallel his fire service and academic responsibilities. Since
retirement from active teaching, this practice has focused on
fire station consulting for fire departments and architects
working on fire station design projects.
Don is a graduate North Carolina State University and Harvard
University.

Paul D. Edmeades, AIA, has been involved in the planning and
design for fire training facilities for over 20 years. His
expertise includes feasibility studies, needs assessments, site
evaluation, site selection, master planning, programming,
design, bidding, and construction administration.
Mr. Edmeades began his career in fire training facility
design with the University of Maryland / Maryland Fire-Rescue
Institute (MFRI), whom he has worked for numerous times over the
years. He has served as Principal-in-Charge for the planning and
design of three Regional Training Centers for MFRI, and is
currently designing the forth. In recent years, Mr. Edmeades was
responsible for the planning and design for the Howard County
Public Safety Training Complex in Marriottsville, MD; the
Luzerne County Community College Public Safety Training
Institute in Nanticoke, PA; and has been involved in the fire
training facility planning and design at multiple campuses for
Bucks County Community College in PA.
With over 40 years of career experience, Mr. Edmeades has
designed numerous other public safety facilities, including over
30 fire stations, as well as public safety headquarters and
police facilities. He has also designed numerous libraries,
religious facilities, and other commercial projects. Early in
his career, Mr. Edmeades participated in the research of energy
conservation and has continued to refine his skills in
developing LEED design solutions that fit functional and
budgetary requirements.
Mr. Edmeades received a Masters Degree in Environmental
Design from Yale University and a Bachelor of Architecture
Degree from the University of Virginia. As President of his
professional corporation in Bel Air, Maryland, he also serves as
Vice-Chair of the Maryland State Board of Architects.

As Principal Architect and owner of LEA – Architects, LLC (LEA),
Lawrence Enyart, FAIA, LEED AP has substantial experience in the
design of sustainable architecture and energy efficient
buildings including several Public Safety Training Centers. Mr.
Enyart received a Bachelor of Architecture and a Master of
Architecture in Solar Architecture and Energy Studies from
Arizona State University in 1977. His early academic
achievements from ASU launched his sustainable green solution
strategies used in his firm since that time. Mr. Enyart designed
the first LEED Platinum Fire Station in the World, Scottsdale
Fire Station No. 2. Lawrence Enyart has served as a solar
consultant to HUD, NASA, USAF, and the U.S. Department of Energy
in Washington, DC and as a Jurist in the HUD solar energy grant
program. Mr. Enyart is a member of the USGBC and is a LEED
Accredited Professional. He is a registered Architect in 10
states. His firm has received over 70 design and environmental
excellence awards.
Lawrence Enyart is a USAF Brigadier General (retired) with
national contributions assisting the Department of Defense, and
the USAF in reaching their design + sustainable facility goals.
General Enyart has an extensive worldwide military background
and was involved with setting up and serving as a senior leader
at the Air Force Center for Environmental Excellence (AFCEE) in
San Antonio, TX in the early 1990s with follow on service at HQ
USAF, Pentagon. General Enyart served as Chairman and member of
the Air Force Design Advisory Council in Washington, DC for over
a decade being a strong advocate for facilities at the Air Force
Academy in Colorado.
Lawrence Enyart, FAIA, LEED AP is a former member of the Phoenix
Fire Advisory Board, a graduate of the Fire Marshall / Fire
Fighter training course at Chanute AFB, and an associate member
of both the Arizona Fire Chiefs Association and Arizona Fire
District Association. Since starting the firm in 1975 he has
designed over 140 Fire Stations and numerous Public Safety
Training Centers involving Fire, Police, and other users. He has
designed one of the largest Emergency Operations Centers (EOC)
in the southwest as a part of the award winning 77 acre Glendale
Regional Public Safety Training Center, (GRPSTC) Glendale, AZ.

Battalion Chief David Foust began work with the District of
Columbia Fire Department in 1986. Rising through the ranks, he
has served as Technician, Battalion Aide, Sergeant, Lieutenant,
and Captain.
In 2007, Chief Foust transferred from the Operations Division to
the Services Division. He is currently working in the Facility
Management Office. As Battalion Chief, he has responsibilities
for station renovations, new construction, and the new “Buff,
Scrub, and Green” projects to any of the 39 fire department
facilities. Within the Facility Management Office, he has
responsibility of budget procuring and contracting for each of
the projects.
Currently, Chief Foust is overseeing 7 stations renovations, 1
new burn building, an EVOC Training project, as well as the
daily routine repairs of the department’s 33 fire stations.

Kyle is the Assistant Chief of Operations of the Athens-Clarke
County Fire and Emergency Services Department in Athens,
Georgia, home of the University of Georgia. The department has
190 paid personnel and serves the entire county, including the
University. The department has 9 Stations, 5 of which are of a
newer design, and also has a separate training facility.
Kyle has 25 years in the fire service, 20 of which are with
ACCFD. He holds an A.A. in Business Administration from
Gainesville College. He has served in various positions from
firefighter, driver/operator, officer, and Assistant Chief.
Prior duties as Assistant Chief of Services included the
responsibilities of Fire Marshal and head of the Training
Division. In addition to numerous N.P.Q. certifications in Fire
Suppression related disciplines, he is also a certified Fire
Inspector and Fire Investigator.

Dave Johnson, AIA, LEED, is a team leader with CR architecture +
design, previously Cole + Russell Architects, Inc. He has 10
years of experience and graduated from the University of
Cincinnati with a bachelor degree in architecture.
From the start of his career, Dave has focused on government
facility design with an emphasis on public safety. He has been a
part of over 35 fire station projects with CR. Dave served as
the project architect on the Wright Patterson Air Force Base
Consolidated Crash/Fire Rescue Station in Ohio, which received
two awards from the Air Force Materials Command. Dave recently
completed two public safety projects with Isle of Palms, South
Carolina. The Isle of Palms Fire Station No. 2 was a 2008 FIERO
Recognition Award recipient and the Public Safety complex was
completed in the fall of 2009. Additionally, Dave was the
project architect on the Montrose, Colorado Fire Station No. 2,
a 2007 FIERO Merit Award recipient.

Deputy Chief Christopher Jordan has been with the District of
Columbia Fire Department for 29 years and is currently their
Facilities Planning Officer. Christopher is responsible for
planning the construction of new fire stations, renovating
current fire stations and Capitol projects within the District
of Columbia Fire Department.
Christopher helps to coordinate concrete repairs as well as
minor and major station renovations. Along with Battalion Fire
Chief David Foust, he has instituted the Department’s Buff Scrub
and Green project. This is a long term project for each station
that includes painting and making necessary repairs. In
addition, the project involves making all the stations more
energy efficient by installing new light fixtures, motion
sensors, low-flow shower heads and replacing windows where
necessary.

Brad is a Training Captain for the Poudre Fire Authority in Fort
Collins and surrounding area of Colorado. The Poudre Fire
Authority has 13 stations (10 paid and 3 volunteer). He is an
instructor for the Front Range Fire Consortium. The Consortium
is a training agency formed by 7 fire departments designed to
train all new recruits for all the fire agencies involved. The 8
Departments involved have over 700 paid firefighters and
numerous volunteers on line.
Capt. Kobielusz is a licensed architect in the state of Wyoming.
He has a Bachelors of Architect degree from Montana State
University. He has over 30 years of fire service between 3
different fire departments, the last 24 with the Poudre Fire
Authority. In addition, he is on the NFPA 1901 Technical
Committee for Fire Department Apparatus.

Roger LeBoeuf is a licensed professional engineer (licensed in
30 states) who specializes in planning and designing fire and
police training centers. He has worked on over 180 training
center projects in 30 states, Canada, and Egypt.
This experience includes feasibility studies, business and
master planning, designing classroom / administration buildings,
designing more than 70 new burn buildings and training towers,
evaluating over 100 existing burn buildings, designing repairs
and renovations to existing facilities, and designing various
other training props, such as EVOCs, drafting pits, confined
space props, and collapse rescue props. Project budgets have
ranged from $50k to $75M, and clients include rural volunteer
departments, major cities, and state training centers.
He serves on the NFPA Technical Committee on Fire Service
Training, helping write NFPA 1402—Guide to Building Fire Service
Training Centers, and NFPA 1403—Standard on Live Fire Training

Steve Mita has been a firefighter for the City of Worcester
since 1991. The Worcester Fire Department suffered the loss of
six firefighters at a vacant cold storage and warehouse facility
on December 3, 1999. The site of the fire is now a
fire station that includes a memorial to the fallen
firefighters.
Steve received his Bachelor of Fine Arts degree in Architecture
from the Massachusetts College of Art in 2002. He is also one of
the jurors in the F.I.E.R.O.’s design awards program.

Bob is the principal of Mitchell Associates Architects, a firm
whose entire focus is public safety architecture. Prior to
Mitchell Associates he was a founding partner and principal
designer at Mitchell Ross Associates Architects, P.C. (MRA). He

Mitchell Associates and Mitchell’s prior firm have been directly

Kirk was a member of the Plano, Texas Fire Department for 30
years before retiring at the end of 2006. During his fire
service career he served as a fire fighter, apparatus operator,
lieutenant, and captain before being promoted to assistant chief
in 1991. Kirk served as the Operations Chief from 1991 to 1997
and then as the Support Services Chief until his retirement. In
Support Services he was responsible for managing the purchase
and maintenance of the department’s apparatus, facilities,
protective clothing, and equipment.
After his retirement from the Fire Department, Kirk joined
Tencate Protective Fabrics as the End Use Marketing Manager for
Emergency Response. In this position he serves as a resource to
fire departments on protective clothing materials.
Kirk has also been actively involved in the National Fire
Protection Association, serving as a member of the NFPA
Technical Committee on Structural and Proximity Fire Fighting
Protective Clothing and Equipment from 1990 through 2006,
including over ten years as chairman. He was also a member of
the NFPA Technical Correlating Committee on Fire and Emergency
Services Protective Clothing and Equipment from 1995 through
2006, serving as chairman briefly before his retirement. Kirk is

Ms. Reda is a senior associate and the director of the public
safety studio with LeMay Erickson Willcox Architects. Ms. Reda
received a Bachelor of Architecture degree from California State
Polytechnic University at Pomona. She also completed studies at
the University of Bath, England, and The Polytechnic University
at Athens, Greece. In addition to being a registered architect
with extensive design, construction document and project
management experience, Ms. Reda is also a LEED Accredited
Professional.
Since joining LeMay Erickson Willcox Architects in 2002, Ms.
Reda has worked on a variety of public safety projects
throughout the Washington, DC Metropolitan area. She is
currently designing a station for the City of Charlottesville
Fire Department with a goal of LEED Platinum. Ms Reda is working
with departments in Virginia, Maryland, the District of
Columbia, and New Hampshire on projects ranging from additions
and renovations to multi-use facilities. Ms. Reda’s 15 years of
experience encompasses work in a variety of project areas such
as international hotel and resort design and museums, including
the design for the National Air and Space Museum Udvar-Hazy
Center at Dulles Center, VA. Ms. Reda uses her extensive
training with computer technology in creating efficiently
planned and executed project documents, as well as exploring

Tim is a 24 – year student and educator of the fire & emergency
services currently serving as Editor-in-Chief for FireRescue
Magazine and President of TES2Training & Education Services in
Las Vegas, Nevada. Tim is the immediate past president of the
International Society of Fire Services Instructors (ISFSI) and
has served as Chief of Training for Savannah (GA) Fire &
Emergency Services, as Assistant Fire Chief in Missouri City, TX
and as a Firefighter/Paramedic in Kansas City, KS. Tim has
earned a Masters degree in Leadership from Bellevue University,
B.S. degrees in Fire Administration and Arson, and an A.S.
degree in Emergency Medical Care from Eastern Kentucky
University.
Tim has also served as the editor of the International Society
of Fire Service Instructors (ISFSI) publication The Instructor,
and as a contributing author to numerous other publications
including: The Volunteer Voice, Firehouse.com Members Zone,

University of Cincinnati with a bachelor degree in architecture.
Mark served as the project manager on several F.I.E.R.O. award
winning projects. In 2008, a F.I.E.R.O. Merit Award was given to the
Cincinnati, Ohio Fire Station No. 9, and F.I.E.R.O. Recognition
Awards were given to both the Williston, Vermont Fire
Headquarters and the Isle of Palms, South Carolina Fire Station
No. 2. Currently, he is working on fire station projects in
Plainfield, Indiana; Joplin, Missouri; Des Moines, Iowa and the
Western Massachusetts Fire Training Academy.
Speaking highlights include the F.I.E.R.O. Fire Station Symposiums
(2006, 2007 & 2008) and Station Style Conferences (2006 & 2008
in Phoenix; 2007 & 2009 in Denver). Mark has also authored
numerous articles to provide fire departments a better
understanding of the design process. Most recently Mark
contributed to the book Fire Station: Architectural Insight to
Planning, Design & Construction, on behalf of IAFC Foundation,
to be published Spring of 2010.

Jim Stumbo, AIA, LEED AP is a senior principal with
Stewart-Cooper-Newell Architects, and leads the firm’s design
studio for Fire and Emergency Training Centers. Since 1999, Mr.
Stumbo has been involved in the planning and design of over 75
Emergency Services Training Centers and Public Safety
Facilities. To further add to his expertise in Training Center
design, Jim has received continuing education from the
University of Maryland’s Fire & Rescue Institute in the area of
Burn Building function and design.

Charles Taylor has been in the construction industry for over 35
years and is the national technical director for Advanced
Pavement Technology and has been involved with
design/development, engineering and construction of flexible
pavement systems for over 25 years.
As a proponent for permeable pavement use, he has utilized his
past involvement with national brick construction companies to
develop cutting edge segmental design and construction
technology to help develop a system as well as new product
design for the interlocking concrete pavement industry. In
addition, he has been a design consultant to engineers,
architects and manufacturers and continues to provide seminars
and training for permeable pavement systems across the country.
He has spoken before the 8th and 9th International Block
Conferences, National Association of Homebuilders and Green
Builders, New Jersey Association of Landscape Architects,
Riverside, California Water Symposium, Illinois Association of
Stormwater and Floodplain Managers, Low Impact Design Workshop
and other storm water related conferences and seminars.

Sally holds a Bachelor of Arts degree in English and a Master of
Urban Administration, both from the University of North Carolina
at Charlotte. She was employed by the Charlotte Fire Department
in 1979 and held the position of Fire Department Planner from
1980 until her retirement at the end of 2006.
In those years, she was responsible for selecting the sites for
eighteen fire stations, several deployment studies, and other
administrative functions. She oversaw the Charlotte Fire
Department’s planning and performance measurement processes, as
well as the incident reporting system and the annexation
process. She participated in the Metro Fire Planners Conference
for over 19 years and is one of the most veteran Fire Planners
in the country. Sally has also been a consultant to other fire
departments in planning fire station locations.

Jim is the principal in charge of repairs and renovations to
existing Phoenix Fire Department facilities. He has been an
Architectural Project Manager for over 20 years specializing in
fire station design and construction. He has been with the
Phoenix Fire Department for the past 9 years. He has been a
registered Architect for 10 years.
His responsibilities include management of new fire station
design and construction projects as well as the maintenance,
repairs, and renovations of the existing 75 facilities currently
in the Phoenix Fire Department. He coordinates the efforts of
the Cities various support departments, primarily Engineering
and Public Works. He manages the repair, renovation and remodel
budgets, reviews drawings and specifications for new facilities,
utilizes a diverse computerized data tracking system, and
co-supervises a staff of 10.
Jim is currently managing dozens of projects that range from
routine maintenance call-out requests to new design and
construction meetings. These projects include a new 911 call
center, training academy, and four new fire stations. He
provides coordination and oversight for Public Works projects
like ADA compliance, standby generator installations, parking
lot repaving, A/C replacements, kitchen and restroom remodels.
